The 2G Network Sunset – Are You Prepared
OFCOM has confirmed that the UK’s 2G network shutdown will be completed by 2033. However, with the 3G sunset nearly complete, most network operators are expected to phase out their 2G services within the next five years.
This transition means that existing 2G/3G-only meters and modems will require upgrading. Now is the time to assess your installed equipment and plan a structured upgrade programme where necessary.
Why Act Now?
Although the final 2G shutdown may seem several years away, it is expected to be a gradual process—hence the term “2G Sunset” used by mobile operators.
As network providers continue upgrading their infrastructure, the focus will be on enhancing 4G and 5G coverage, with 2G becoming a lower priority. There is also a possibility that some operators may announce an earlier shutdown date before 2033.
While the impact is currently minimal, some areas are already experiencing reduced 2G coverage. Furthermore, mobile operators are taking steps to limit 2G usage. For example, O2 Virgin Media has announced that from 30 September 2025, it will no longer allow 2G roaming SIMs from other networks to connect, potentially disrupting 2G connectivity for some devices.
Ensuring Meter Continuity
To maintain uninterrupted meter operation beyond the 2G shutdown, devices must have LTE-4G communication capabilities. Meter Manager has been supplying LTE-4G meters since 2021, and by 2023, nearly all meters sold incorporated this technology.
However, many customers still operate older meters, some over a decade old. While certain models can be upgraded with new communication modules, others will require complete replacement.
Steps to Upgrade Your Equipment
- Identify affected meters – Log into your MeterOnline account and use the Meter Details Report to review registration dates and determine which meters need upgrading (see Identification Guide below).
- Seek expert advice – If you are unsure, contact Meter Manager for assistance at support@metermanager.co.uk.
- Plan your upgrade programme – For pricing and delivery details, reach out to sales@metermanager.co.uk.
- Utilize site visits efficiently – Consider replacing or upgrading meters during any routine site visits to minimize disruption.

Background Information
According to OFCOM:
“The UK’s mobile network providers will switch off their 3G and then 2G networks over the next few years…
The UK’s mobile network operators have confirmed to the Government that they do not intend to offer 2G and 3G mobile networks past 2033 at the latest. This will support the roll-out of 4G and 5G networks, providing faster and more reliable services….”
Key Developments:
- Vodafone and EE have completed their 3G network shutdowns.
- Three is expected to switch off its 3G network by the end of 2024, with Virgin Media O2 following in 2025.
- No UK mobile network operator has announced an official 2G shutdown date yet, but it will be completed by 2033 at the latest.
With most smart meters currently relying on 2G/3G connectivity, timely upgrades to 4G are essential to avoid service disruptions.
